Cath worked in local government for 27 years and in the registered social housing sector since 2010. She is a Fellow of the Chartered Institute of Housing.
Cath was appointed as the Chief Executive for First Choice Homes Oldham in November 2010 and completed the final negotiations on the Large Scale Voluntary Transfer of almost 12,000 homes from Oldham Council in February 2011. This secured £149 million of investment in the first five years.
Prior to that Cath worked for Liverpool City Council from 2002 to 2010 and held two positions; Assistant Executive Director (Housing and Neighbourhoods) and Executive Director for Community Services.
In her role as Executive Director, Cath led a number of key service areas including Housing Strategy and Investment, Neighbourhood Management, Jobs, Education and Training, Community Safety, Youth Offending, Sport and Recreation, Libraries, Environmental Services, Parks and Open Spaces and Integrated Youth Services.
Prior to this and in her role as the Assistant Executive Director of Housing and Neighbourhoods, she was responsible for the Housing Market Renewal Programme (and was the Council’s expert housing witness in Public Inquiries,) Housing Strategy, Neighbourhood Management, Neighbourhood Renewal, City Centre Management and Local Employment Initiatives. Cath established a city-wide Neighbourhood Management Service, seven Housing Renewal areas in the city, managed six successful stock transfers and achieved the city’s first ‘Fit for Purpose’ Housing Strategy.
Before joining Liverpool, Cath worked for 19 years for two other Local Authorities, Salford and Rochdale, where she was Assistant Director of Strategy and Resources and Head of Regeneration respectively.
More recently, Cath has been instrumental in the development of a Memorandum of Understanding between Greater Manchester Combined Authority and Greater Manchester Housing Providers.
